Magic is a very complex force in S.Y.S.T.E.M. that dates back from the very start of S.Y.S.T.E.M. in the years of 579 BC1 (2442 AD), where people tried to use pure willpower to do actions. This took a toll on the brain, so much in fact their brain was fried, to the point where they were brain dead or literally dead. Later on, the great magic user Morris Shrike found a way to use magic without having to commit suicide in the process in 1312 AD3 (10,912 AD). The magic method he created requires a vast amount of symbols that made a geometrical shape. It could be a regular plain symbol, of course, but it would be less powerful than a mass of symbols.
Each symbol represents a word, so the more descriptive you are with your symbols/words the more powerful the spell. The point of this is to relieve the massive toll on the brain that magic presents, because you are trying to control a force that you do not completely understand but try to imagine instead. Many people use magic on the S.Y.S.T.E.M., because of how useful it is. It takes more time to learn something's inner workings than to make a sentence or a paragraph of words turned into symbols. The only difference is, magic is more likely to blow up in your face and kill you and any innocent life around you. Because when you try to use magic, you are creating an object that wasn't there before. The release of energy in that creation is massive to say the least, and without proper description via symbols, you will get only destruction.
From these rules, any user can use magic. A novice can use the same strength of magic as a legend or an admin, but the difference of control is where rank comes in. If you are a novice, you are a novice due to inexperience and knowledge. Therefore, since you know less about the force you are trying to use, you will have significantly less control over it. Where as a legend can use a much stronger spell, because they may not completely understand it, but they understand it enough to control every dangerous aspect of it.
